Create an account on the Uni Assist website using your email address. Check your email after registration for a confirmation email. Activate your account and log in to the uni-assist portal.

Who needs a VPD?
The VPD is required by universities that don't use uni-assist for their entire application process, but still need to verify your qualifications. Also, it is necessary because:
